Kahoot! uses character limits mainly for technical performance and game experience reasons, not to differentiate plans. Kahoot! is designed for quick, dynamic interactions. Very long questions/answers slow players down, break the “game show” feel, and can make live sessions longer. Additionally, shorter text fields keep kahoots lightweight, so games load fast, run smoothly in large sessions, and stay stable across devices and networks.

I agree that there should be unlimited characters :/ It's really frustrating to spend so long on a game just to not to be able to play it because I went 10 characters over the limit a couple times. Not all questions/answers can be shortened to fit into those boxes, and other learning games aren't nearly as fun. But at least they have bigger character limits, or sometimes none at all. It just seems more like lazy/bad marketing, especially for those of us who pay for a better experience :(
