It seems that by creating an unlisted kahoot, people in the organization can see it despite not sharing the link with them. I understood from recent training that this is not how it should work.

The term "unlisted" in the context of Kahoot visibility settings means that the kahoot will not appear in search results on the Discover page. However, it can still be accessed by anyone who has the share link.
Regarding your observation that people in the organization can see an unlisted kahoot without sharing the link, this is expected behavior if the kahoot is saved in a shared workspace. Unlisted kahoots in team folders under the organization workspace are visible to other team members with access to the folder, except for limited members.
If you want to hide a kahoot so that not even other organization members can see it, you should save it in the "Your folders" folder under the organization workspace or in a private workspace if you have one. This way, only the creator, organization workspace owner, and admins will have access to it unless the link is shared with someone else.
